A registered sex offender in Hamilton County is back in custody after requesting assistance from an AT&T employee to transfer child pornography from his phone to another device. On December 9, Randall Lee Fraley visited a Hixson AT&T store, where he asked an employee for help transferring media from his phone to an external storage device.
During this process, the employee discovered sexual images of a young toddler, estimated to be around 3 to 4 years old, in the phone’s camera roll.
The employee reported that Fraley had previously sought similar assistance about a month earlier, at which time nude photographs of a male teenager were found.
Due to the age of the depicted individuals, both the manager and the employee chose not to report that incident to the police.
As part of the ongoing investigation, law enforcement officials seized all of Fraley’s electronic devices. Chattanooga police confirmed that Fraley is a registered sex offender in Hamilton County due to prior hands-on offenses involving juvenile victims. He has since been arrested and charged with sexual exploitation of a minor.
