A Luzerne County judge has issued a ruling prohibiting Vincent Vince, owner of Independent Construction Builders, LLC, from providing home improvement services in Pennsylvania.
Additionally, Vince has been ordered to pay $79,000 in restitution to consumers who were affected by uncompleted projects, poor workmanship, and unpaid refunds.
He was also fined $12,000 for violations of the Pennsylvania Unfair Trade Practices and Consumer Protection Law.
The ruling followed a three-day trial, with seven consumers testifying against the company for breaching the Pennsylvania Consumer Protection Law and the Home Improvement Consumer Protection Act.
Attorney General Michelle Henry stressed the importance of contractor accountability, emphasizing that this ruling serves to protect consumers from further misconduct.
The trial was overseen by Judge Tina Polachek Gartley, and the case was managed by Deputy Attorney General Matthias Conaty and Senior Deputy Attorney General James Wise.
