Pennsylvania’s New Hands-Free Driving Law Takes Effect in 2025

The new law in Pennsylvania, named after Paul Miller, aims to reduce distracted driving by banning the use of cell phones in hand while driving, with enforcement starting on June 5th, 2025.

While texting and driving were already illegal, this new measure expands the ban to all cell phone use while behind the wheel.

Drivers can still use hands-free Bluetooth devices, but physically holding or manipulating the phone will result in a ticket.

The law was inspired by the tragic death of Paul Miller in a collision caused by a distracted driver and is part of an effort to lower distracted driving-related fatalities.

While experts agree that the law is beneficial, there are questions about enforcement, especially since many drivers are still observed holding their phones while driving.

The first year of enforcement will serve as a warning period, giving drivers time to adjust to the new regulations. With more than 11,000 distracted driving crashes in Pennsylvania in 2023, this law is seen as a step toward promoting safer driving practices and reducing fatalities.
